Professor Ryszard Struzak started his professional carrier as a research technician (when continuing his engineering studies) and passed through all steps up to the rank of the Head of the EMC Laboratory, Coordinator of National Program, and Professor - Head of the Wroclaw Branch of the National Research  Institute for Telecommunications in Poland.  There, prior to joining the ITU in 1985, he organized and then headed the Electromagnetic Compatibility (EMC) and Antenna Laboratories, supervising about one hundred employers He coordinated R&D activities aimed at building a nation-wide system of standards and regulations related to EMC and rational utilization of the radio frequency spectrum.  He supervised creation of first national frequency assignment plans of low-power television network and contributed significantly to the first nation-wide spectrum monitoring systems.  He introduced a number of innovations including original software tools, creation of the first precise digital terrain map of the country and the first radio monitoring laboratory on a helicopter.  His original approach to the frequency planning was later used by West-European experts to solve congestion problems at an international planning conference. Professor Struzak  directed the development and small-scale production of high-power TV transmitting antennas used later across the country.  In collaboration with a local industry plant, he directed the development of a number of specialized EMC measuring instruments that became standard equipment in national monitoring network and were also exported abroad.  He advised the Minister of PTT and the President of National Radiocommunication Agency and Communication Department of the Ministry of Foreign Affairs.
